OFFICIAL NATIONAL DECLARATION OF CIVIL RIGHTS, CONSTITUTIONAL
FREEDOM & INDEPENDENCE
THE PILLARS OF FREEDOM REST UPON OUR SHOULDERS.
LIBERTY AND JUSTICE FOR ALL IS NOT MERELY A STATEMENT. IT IS A
CONSTITUTIONAL PROMISE AND A RIGHT THAT MUST BE PROTECTED.
For more than four decades, I have dedicated my life to protecting the civil rights, constitutional
freedoms, dignity, privacy, and independence of disabled Americans, veterans, police officers,

firefighters, seniors, vulnerable children, and families.
Our organization was founded on July 4, 1983, with an enduring mission: to protect the rights of the
voiceless, restore independence, and defend freedom under the United States Constitution.
OUR ROOTS: 1983, THE REHABILITATION ACT, AND THE EXPANSION OF
OUR NAME
Before the Americans with Disabilities Act became law in 1990, I was already advocating for
comprehensive disability civil rights. The Rehabilitation Act of 1973 provided important protections,
but the ADA would later create a broader framework. Our advocacy addressed people across
disability categories, not one diagnosis alone.
I pursued the attention of public officials, including Congressman Mario Biaggi and the
administrations of Presidents Ronald Reagan and George H. W. Bush, on issues involving civil rights
and services for people with disabilities, including homebound assistance. These historical contacts
are part of the organizational record we seek to preserve and document.
The organization operated under its earlier disability advocacy name and a DBA. In December 1999
it was incorporated, and its name was expanded to expressly include veterans, police officers,
firefighters, and families whose needs had become part of its mission.
Our name is our organizational identity. We assert rights based on prior use, continued use, and our
trademark filing. We reserve the right to challenge proven misuse of protected marks,
impersonation, false affiliation, and uses likely to confuse the public. Earlier use does not
automatically prohibit all use of descriptive language or similar independent missions.
OUR HISTORIC MISSION: A HAND UP, NOT A HANDOUT
I created this organization because people sought help when they believed no one else would
defend them. Disability does not erase citizenship, individual autonomy, constitutional protections,
or human dignity.
THE ADA WAS CREATED TO RESTORE INDEPENDENCE - NOT TO CREATE DEPENDENCE.
That is my interpretation of the disability civil rights promise. Assistance should empower
individuals, not require them to display their suffering, surrender their privacy, or expose medical
histories in exchange for support. No veteran or family should feel pressured to become a public
fundraising spectacle.
HUMAN DIGNITY IS NOT FOR SALE. FREEDOM BELONGS TO EVERY AMERICAN.
WHY WE EXIST - GUARDIANS OF OUR MISSION
• LIBERTY: Defend independence and equal participation for individuals with disabilities.
• JUSTICE: Demand due process, equal protection, and meaningful access to courts.
• PRIVACY: Oppose unauthorized disclosures of personal and medical information.
ADAVPF / ADA-CEOD | Official website campaign declaration | October 2026 3
• HOUSING: Confront discriminatory practices, inaccessibility, harassment, and retaliation.
• ACCESSIBILITY: Support reasonable accommodations and effective communication.
• VETERANS & FIRST RESPONDERS: Stand with disabled veterans, police officers, firefighters, and
families.
• CHILDREN & FAMILIES: Advocate for vulnerable children and the right to needed services.
• ACCOUNTABILITY: Document failures by institutions and seek lawful corrective action.
• INDIVIDUAL SOVEREIGNTY: Defend personal dignity, privacy, and individual choice.
• DISABLED PERFORMERS: Advocate for employment opportunity, inclusion, and accessibility in
entertainment.
WE DO NOT EXIST TO CONTROL THE LIVES OF DISABLED AMERICANS. WE EXIST TO
HELP PROTECT THEIR RIGHT TO CONTROL THEIR OWN LIVES.
COURAGE WITH EVIDENCE: ACCESS TO JUSTICE
My advocacy has included disability access, effective communication, and due process issues in
federal court matters involving the United States Court of Appeals for the Eleventh Circuit and the
Southern and Eastern Districts of New York.
I have objected to barriers that I believe prevent disabled individuals representing themselves from
participating meaningfully. Courts retain rules concerning representation, but eligible parties must
receive legally required accommodations. Our organization contemplates further lawful proceedings
concerning alleged access and accommodation failures in matters arising in the Eastern District of
New York; these claims have not been adjudicated here.
We seek lawful accountability through evidence, filings, administrative processes, qualified
professional assistance, and established court procedures. We seek accountability, not immunity
from the law.
THE CONSTITUTION DOES NOT RESERVE JUSTICE EXCLUSIVELY FOR THOSE WITH A
LAW DEGREE.
DISABLED ACTORS: THE FIGHT CONTINUES SINCE 2000
As a union actor, I began advocating for greater opportunity and inclusion for disabled performers in
2000. Twenty-six years later, I continue raising concerns about equitable access to acting
opportunities and inclusion and accessibility surrounding SAG-AFTRA and the SAG Awards. We
describe this as a longstanding, pioneering personal advocacy commitment, rather than an
independently verified exclusive historical first.
THE VOICE OF THE VOICELESS. 26 YEARS LATER - THE FIGHT CONTINUES.

THE NEXT CHAPTER: ADA CIVIL ENFORCEMENT OVERSIGHT DIVISION
ADA-CEOD seeks to bring greater organization, training, accountability, and practical assistance to
individuals seeking to exercise disability civil rights. Civil rights cannot survive on promises alone.
Laws must be understood, complaints documented, institutions held accountable, and remedies
pursued through lawful channels.
The division is an independent advocacy initiative. It is not a governmental ADA enforcement
agency, a court, or a substitute for licensed legal representation. Where legal services are required,
qualified legal professionals will be engaged or referred as appropriate.
OUR $1 MILLION NATIONAL FUNDRAISING OBJECTIVE
Our campaign seeks $1 million to bring the new division into fuller operation and develop
sustainable national programs. The planned uses include:
• National disability civil rights education and advocate training.
• Accessible complaint assistance and case organization.
• Documentation and examination of reported discrimination and retaliation.
• Fair housing, employment, transportation, healthcare access, and public accommodation advocacy.
• Privacy safeguards, evidence preservation, and secure communication.
• Partnerships and referrals involving appropriately licensed legal professionals.
• Organizational staffing, administration, technology, outreach, and member resources.
• Future programs supporting veterans, first responders, children, seniors, families, and disabled
performers.
Fundraising transparency: The final website should clearly state the specific legal entity receiving
donations, its applicable tax treatment, payment processor, financial oversight, and how donations
will be used. A 501(c)(4) contribution is generally not deductible as a charitable contribution; do not
imply otherwise.
WE ARE NOT ASKING AMERICA TO FUND DEPENDENCY. WE ARE ASKING AMERICA TO
HELP DEFEND INDEPENDENCE.
OFFICIAL WEBSITE: PUBLIC INFORMATION AND MEMBERS-ONLY ACCESS
Our public website will carry the mission, organizational history, approved campaign notices, basic
rights education, public initiatives, and verified donation and contact information. Authorized
members may receive access to original training materials, developing initiatives, deeper

access is governed by published membership terms, accessibility commitments, and applicable law.
Membership restrictions must not unlawfully discriminate or defeat required accessibility.
No sensitive medical information or identifiable beneficiary stories will be released publicly without
a lawful basis and meaningful authorization. Website procedures should include an accessible
privacy policy and secure handling of submitted information.
THE VOICE OF AMERICA’S DISABLED - A LIFETIME OF ADVOCACY
I have devoted much of my life to being a voice for people with disabilities who have been denied a
fair opportunity to participate or be heard. I claim authorship of my original work and stewardship of
the organizations I founded, not ownership of anyone else’s civil rights. Those belong to the people.
OUR ORGANIZATION IS INDEPENDENT. OUR MISSION IS NOT FOR SALE. OUR
COMMITMENT TO HUMAN DIGNITY WILL NOT BE COMPROMISED.
THE PILLARS OF FREEDOM REST UPON OUR SHOULDERS.
LIBERTY AND JUSTICE ENDURE ONLY IF WE STAND UP AND FIGHT FOR THEM.
A HAND UP, NOT A HANDOUT. | COURAGE WITH EVIDENCE.
